What is LTT?

Land Transaction Tax — the Welsh property purchase tax.

Land Transaction Tax (LTT) replaced Stamp Duty Land Tax in Wales from 1 April 2018. If you buy property in Wales — whether residential or commercial, freehold or leasehold — you pay LTT to the Welsh Revenue Authority (WRA), not SDLT to HMRC. This applies regardless of where you live; it is the location of the property, not the buyer, that determines which tax applies.

LTT is designed and administered entirely by the Welsh Government, meaning rate changes are announced by the Senedd Cymru (Welsh Parliament), not Westminster. The WRA has its own online return system, its own penalty framework, and its own compliance approach. Treating it as interchangeable with SDLT or LBTT is a common and potentially costly mistake.

Per GOV.WALES published guidance, LTT on residential properties is calculated on a progressive banded basis — you pay the rate only on the portion of the price that falls within each band, not on the full amount.

💡 Wales has no first-time buyer relief — but the nil-rate does the heavy lifting

Per GOV.WALES guidance, Wales does not operate a dedicated first-time buyer relief scheme for LTT. However, the £225,000 nil-rate threshold — the highest in the UK — means that many first-time buyers in Welsh property markets pay zero LTT. In areas like the South Wales Valleys, Mid Wales, and North Wales, median house prices frequently sit below this threshold. Buyers in Cardiff, Swansea, or the Vale of Glamorgan may find the absence of dedicated relief more noticeable.

Additional & second homes

Higher residential LTT rates — a separate table from December 2024.

Per GOV.WALES published guidance, Wales operates an entirely separate rate table for additional residential property purchases — buyers who already own one or more residential properties worth £40,000 or more. From 11 December 2024, Wales redesigned this table with different band thresholds, replacing the previous flat-rate surcharge system.

Unlike England, where a flat 5% surcharge is added to each standard SDLT band, Wales applies an entirely different set of rate bands with different thresholds for higher residential rate transactions. The nil-rate band for additional properties is £180,000 (not £225,000), and the rate structure diverges significantly from the standard table. The higher residential rates apply to the full purchase price from the first pound.

The 36-month replacement rule

Per GOV.WALES guidance, the same 36-month rule that applies in England under SDLT operates in Wales for LTT: if you buy a new main home before selling your previous one, you pay higher residential rates upfront. You can reclaim the difference if you sell your previous main home within 36 months of completing the new purchase. Amendments to recover the overpaid tax are submitted to the WRA (not HMRC) using the WRA's amendment process.

Filing & payment

How to file LTT — 30 days, through the WRA.

Per GOV.WALES guidance, LTT must be filed and any tax paid within 30 days of the effective date of the transaction (usually the completion date). This is twice as long as England's 14-day SDLT deadline, but identical to Scotland's LBTT window. Your solicitor or conveyancer submits the LTT return through the WRA's online filing system — separate from HMRC's systems entirely.

This matters for compliance. An error on an LTT return is corrected through the WRA's amendment process on GOV.WALES. An SDLT error goes through HMRC on GOV.UK. Filing an SDLT return for a Welsh property, or an LTT return for an English property, is a filing error that can create significant administrative complications.
